SUPERINTENDENT
 (Full-Time)
Marshall County Board of Public Utilities

This is professional, technical, and supervisory work overseeing all administrative, accounting, and field operations for the Marshall County Board of Public Utilities.  Duties include prioritizing and assigning staff to construction, maintenance, and repair work, reviewing completed work orders, and preparing reports, enforcing safety procedures and practices and planning, organizing and directing the activities of departmental employees.  Additional duties include assisting with the development of water distribution programs and services, establishing the scope of work and overseeing the design and construction of the water distribution and collection systems, preparing departmental operating and capital improvement budgets, and making field inspections of public utility operations and projects to ascertain the progress and quality of work. 

Job responsibilities require extensive knowledge and expertise in public utility operations and practices, comprehensive knowledge of water distribution engineering methods and practices, thorough knowledge of the processes involved with water treatment operations, and wastewater treatment/collection systems. Thorough knowledge of the occupational hazards associated with public utility operations, ability to effectively supervise and direct the activities of staff, ability to formulate and implement effective operational policies and procedures, thorough knowledge of budget preparation and monitoring practices and excellent organizational, interpersonal, and decision-making skills.

Necessary Requirements
  • Graduation from an accredited four high school and a B.S. Degree in Civil or Mechanical Engineering and/or extensive knowledge and expertise in water distribution and public utilities operations; extensive knowledge of the principles and practices of civil and sanitary engineering; thorough knowledge of municipal public utilities administration, planning and design; supervisory experience; extensive knowledge of municipal and/or county government operations and departmental functions; or any equivalent combination of education, training and/or experience.
  • Possession of a valid Tennessee Class A Commercial Driver’s License and the ability to be insured at standard vehicle liability rates.
  • Possession of appropriate water distribution certifications as required by the TDEC including BNS (Sewer treatment Biological Natural Systems), CS1 (Sewer Collection System Grade 1), WT3 (Water Treatment Grade 3) & DS1 (Water Distribution Grade 1). 
  • Must pass criminal and motor vehicle background check and drug screen,.

Physical Requirements
  • This is heavy work requiring considerable static, explosive, dynamic and trunk strength and requiring the exertion of up to 120 pounds of force occasionally and up to 20 pounds of force frequently to move objects.
  • Work requires considerable flexibility, mobility, and speed of limb movement; considerable effort and stamina.
  • Vocal communication is required for expressing or exchanging ideas by means of the spoken word.
  • Hearing is required to perceive information in both quiet and noisy environments and determine the direction of sounds.
  • Visual acuity is required for the inspection of small defects and/or small parts, use of measuring devices, operation of office equipment, determining the accuracy and thoroughness of work, color differentiation, and observing general surroundings and activities.
  • The worker is subject to inside and outside environmental conditions, temperature extremes, bodily fluids, oils and lubricants, noise, and slippery surfaces.
