Job Opening: Solid Waste Maintenance Technician (Full-Time)

Nature of Work
     This is skilled mechanical and maintenance work performing a variety of activities associated with the repair and routine maintenance of a variety of solid waste trucks and machinery used for solid waste operations.  Activities associated with the job include performing routine preventive maintenance and safety inspections, performing repair work on all trucks, machinery and equipment, changing and repairing large truck tires, and assisting with building maintenance and repair activities when necessary.  Additional activities include diagnosing vehicle components and/or equipment malfunctions, performing minor body work and welding and fabricating parts repairing hydraulic equipment and assisting with recycling center operations when necessary. The incumbent also serves as safety coordinator for solid waste operations and conducts monthly safety meetings for all solid waste personnel. Job related duties require thorough knowledge and experience in vehicle and heavy machinery repair and maintenance including hydraulics, welding, and metal fabrication, considerable knowledge of building maintenance and repair activities, good organizational, interpersonal and decision making skills, thorough knowledge of OSHA regulations pertaining to solid waste operations,  and sufficient strength and agility to perform the physically demanding aspects of the job in a variety of weather conditions.  Job performance is evaluated by the Solid Waste Director through review of daily repair work and preventive maintenance activities on trucks and machinery, level of support provided for building maintenance activities, accuracy of job related information related to the procurement and purchase of parts and equipment, diagnostic capabilities, knowledge of OSHA regulations and quality of the repair work performed.

  • Performs minor repair work and preventive maintenance activities on solid waste trucks, vehicles, machinery and equipment.
  • Troubleshoots and diagnoses equipment malfunctions to determine needed repairs.
  • Rebuilds and/or repairs electrical, cooling, suspension, and braking components/systems.
  • Repairs and/or replaces heating and air-conditioning systems and components.
  • Performs minor bodywork and paints solid waste trucks and equipment when required.
  • Travels to various locations to perform minor repairs.
  • Assists with the repair and/or rebuilding of automatic and manual transmissions.
  • Repairs and/or replaces drive train and steering system components.
  • Repairs specialized equipment and components on solid waste trucks, vehicles and machinery including hydraulic machinery located at convenience centers.
  • Greases and lubricates all recycling machinery in accordance with established schedules.
  • Checks oil levels in the baler and paper screen and ensures the sort line and baler get started
  • Maintains all skid loaders and completes service logs on all machinery.
  • Conducts monthly safety meetings for solid waste personnel to address safety issues.
  • Performs a variety of building maintenance activities for the solid waste department.
  • Operates a variety of tools and equipment such as hand tools, jacks, chain hoists, air wrenches, grease racks, low boys, arc welders, cutting torches, drill presses, lathes, milling machines and grinders.
  • Performs routine oil changes, tire repairs, fluid checks, etc.
  • Welds and fabricates metal parts and components when necessary to repair trucks and equipment.
  • Conducts safety and preventive maintenance inspections on trucks and other equipment to ensure they are in proper working order.
  • Keeps the tools and equipment clean, properly stored and in good working order.
  • Operates diagnostic equipment to determine needed repairs and computer balancing equipment to balance tires.
  • Cleans and maintains the shop to comply with required safety regulations.
  • Performs related duties as required.
Necessary Requirements of Work
     Graduation from an accredited high school supplemented with additional course work and training in vehicle maintenance and mechanics; thorough experience in diagnosing and performing repair work and preventive maintenance on trucks, heavy equipment and machinery; ability to weld and fabricate metals; considerable knowledge of building maintenance and repair activities; sufficient physical strength to perform the physically demanding aspects of the job in a variety of weather conditions; or any equivalent combination of education and/or experience to provide the following critical knowledge, abilities and skills:
  • Thorough knowledge of vehicle and heavy equipment maintenance and mechanics including engine and drive train components, suspension systems, fuel/exhaust systems, electrical systems, alignment/body work, brake systems and wheel/tire maintenance.
  • Thorough knowledge of the Tennessee Department of Transportation safety rules and regulations.
  • Thorough knowledge of OSHA regulations and guidelines pertaining to solid waste and vehicle maintenance and repair operations.
  • Thorough knowledge of welding various types of metals including the use of cutting torches, arc welders, stick welders and wire welders.
  • Thorough knowledge of routine preventive maintenance activities associated with sanitation trucks and other solid waste equipment and machinery.
  • Thorough knowledge of hydraulic systems and components.
  • Thorough knowledge of safety precautions associated with vehicle repair and maintenance.
  • Thorough knowledge of record keeping procedures pertaining to safety inspections, mileage logs and inventory.
  • Thorough knowledge of procurement and purchasing guidelines and regulations for Marshall County government.
  • Considerable knowledge of building maintenance and repair activities.
  • Ability to prioritize daily, weekly and monthly activities to ensure the efficient operation of maintenance and repair operations.
  • Ability to make timely and appropriate job related decisions in response to situations encountered on the job.
  • Ability to read and interpret manuals and schematics utilized for repair work.
  • Ability to troubleshoot and diagnose machinery, equipment and vehicle component malfunctions and perform needed repairs.
  • Ability to communicate effectively with the public and co-workers.
  • Ability to perform the physically demanding aspects of the job in a variety of weather conditions.
  • Ability to conduct effective and informative safety training sessions.
  • Skill in the use of power tools, hand tools and automotive diagnostic equipment.
  • Skill in the use of automotive shop equipment including low boys, grease racks, hoists, drill presses, etc.
  • Skill in the use of power and hand tools utilized for building maintenance and vehicle repair activities.
  • Skill in the use of welding equipment and fabricating metal parts and components.
  • Skill in the operation of motor vehicles, trucks, machinery and equipment utilized for solid waste operations.
Necessary Special Requirements
  • Possession of valid Tennessee driver’s license, Class D and the ability to be insured at standard vehicle liability rates. Commercial driver’s license, Class B preferred.
  • OSHA certifications pertaining to solid waste operations.

Physical Requirements
  • This is heavy work requiring considerable static, explosive, dynamic and trunk strength and requiring the exertion of up to 80 pounds of force occasionally and up to 20 pounds of force frequently to move objects
  • Work requires considerable flexibility, mobility and speed of limb movement
  • Work requires considerable effort and stamina
  • Work requires both gross body equilibrium and coordination for balancing, bending, stooping, kneeling and walking

  • Visual acuity is required for the inspection of small defects and/or small parts, use of measuring devices, operation of office equipment, determining the accuracy and thoroughness of work, color differentiation, and observing general surroundings and activities
  • The worker is subject to inside and outside environmental conditions, temperature      extremes, bodily fluids, oils and lubricants, noise and slippery surfaces
