Payroll Specialist
This is very responsible accounting and administrative work involving responsibility for all payroll processes and related operations for Marshall County. Activities associated with the job include preparing and processing payrolls, processing and paying payroll taxes in a timely manner and preparing and processing the Empower and TCRS/Concord files and payments. Additional activities include processing employment security payments, processing new employees and entering their information in payroll system and preparing and maintaining reports for daily, weekly, monthly, and annual reporting purposes. The incumbent also monitors the use of sick and personal time of all employees, assists the Director of Accounts and Budgets during the budget process and assists the benefit coordinator with setting up and entering payroll deductions for new employees and at the end of open enrollment. Job related duties require thorough knowledge of the processes associated with payroll operations, thorough experience performing accounting and administrative functions utilizing computerized software applications, strong interpersonal, organizational, and decision-making skills, dedicated attention to detail, the ability to effectively prioritize daily, weekly and monthly activities and consistently meet established deadlines and reporting requirements. Job performance is evaluated by the Director of Accounts and Budgets through review of the accuracy, thoroughness and timeliness of all payroll activities and transactions, knowledge of the laws, regulations and reporting requirements associated with employee payroll processes, organizational, interpersonal skills and decision-making skills and ability to consistently meet all deadlines and reporting requirements.
Necessary Requirements of Work
Graduation from an accredited four year high school (Associate Degree in Accounting, Business Administration or related field preferred); supplemented with additional course work in bookkeeping, accounting or related field; thorough experience in governmental accounting; considerable experience working with computerized accounting software applications; thorough knowledge of employee payroll processes and procedures; strong organizational, interpersonal and decision making skills; dedicated attention to detail; or any combination of education and/or experience. *Skyward experience is a plus.

Necessary Special Requirements
- Possession of a valid Tennessee Driver’s License and the ability to obtain vehicle insurance at standard rates.
- Must pass a criminal background check prior to employment.
- Thorough knowledge of payroll processes and procedures including all federal, state, and local taxes, employee benefits, allowable deductions, etc.
- Considerable knowledge of federal and state laws and regulations pertaining to employment and labor relations including EEOC, OSHA, FLSA, FMLA, etc.
- Thorough knowledge of payroll tax structures, allowable exemptions, and withholding tables for various payroll schedules.
- Skill in the use and application of proprietary accounting software programs (SKYWARD, Concord & Empower) and commonly utilized software programs including database management, word processing, and spreadsheet applications.
